Modern understanding of planning in the economy

Many economists believe that in the modern world, no one is free in their economic activities and is forced to operate in a system of greater or lesser external restrictions. This is, of course, true. But the basis of market relations is nevertheless unchanged and it appears in the form of freedom of entrepreneurial activity. In turn, entrepreneurship is unthinkable without the commodity producer deciding for himself what, how and for whom he will produce.

It's a different matter in a command-type economy. After all, total nationalization was precisely carried out in the late 1920s in the Soviet economy in order to destroy the independence of a commodity producer, be it an industrial enterprise, trust, artel, peasant or individual trader.

The commodity producer as such simply ceased to exist in the conditions of a command economy, because it was no longer goods that were produced (after all, the market was destroyed), but labor products, which, in fact, were not sold, but distributed. Lenin's characterization of socialism as a single factory was fully implemented by his most loyal student.

I must say that the command and administrative model of the economy was created from the very beginning as the complete opposite of the NEP, that is, the market model. These were the antipodes in all the elements of economic management. So should we now curtsy towards this command economy and pay tribute to it in a new concept — a planned market economy?

However, it is not uncommon to hear claims that planning itself is now understood in a different way. We are no longer talking about planning everything "to the last nail" from the center, but centrally setting only the most important economic standards — tax rates and interest on a bank loan, depreciation rates and prices of important products, a system of penalties and benefits, minimum wages and pensions, etc. The standards will determine the rules of economic behavior of commodity producers.

However, it must be admitted that in this case the term planning or planning looks rather artificial, since the essence here is different and it simply boils down to the system of state influence and regulation of the most important economic processes, which is now typical of any capitalist country with a market economy and does not seek to call it a planned market economy. So, maybe we should say right here that we want to move to a market economy.
